I. System of Watch and Ward
The great watch ought to provide twelve men, but by the sheriff’s discretion it has been reduced to eight. The middle watch ought to provide eight watchmen, but it too has been reduced to six. The lesser watch ought to provide six, but it has been reduced to four. The “scavengers” are to be chosen who, each day from Christmas Eve until Epiphany, shall inspect those who are to keep watch by night, to see that they are able men and properly armed for the task. They are to be inspected at evening, and at the hour of compline they shall go out and keep peaceful watch through the night, guarding the street safely until the chapels ring for matins — which is called the day‑bell. And if any default occurs in the watch, the scavengers shall record it and deliver the offenders to the sheriffs at the first husting. The sheriff may also, if he wishes, compel them to swear concerning the default, that they will not conceal it nor shield anyone involved.

England is not a synonym for Britain. Britain is a political union. England is a country that existed for centuries before that union, with its own law, its own church, its own parliament, its own people, and its own name. The Acts of Union did not abolish the English nation. They bound kingdoms together. A British passport makes you a subject of the Crown and a citizen of the United Kingdom. It does not, by itself, make you English — any more than it makes a Scot English, a Welshman English, or an Ulsterman English. If those distinctions were meaningless, devolution would be meaningless, the national football teams would be meaningless, and the word “England” on every statute, charter and battlefield before 1707 would be a clerical error.
